This Sunday, Aug. 23, is the one-year anniversary of the shooting death of Illinois State Police Trooper Nick Hopkins of Waterloo. Mayor Tom Smith urged residents to turn on blue porch lights at their homes in remembrance of Trooper Hopkins from Aug. 23 to Sept. 1.
