Heroin arrest in Waterloo

Two Waterloo residents were arrested last week on drug-related charges at the Station West condos in the Sunset Acres subdivision.

The incident initiated after Waterloo police were requested to conduct a welfare check at 3 Station West shortly after 9 a.m. on Sept. 20.

Joshua R.D. Marquardt, 26, of Waterloo, was charged with possession of a controlled substance (heroin), possession of a hypodermic syringe and endangering the health of a child. Also charged in the case is Emily G. Richter, 25, of Waterloo, with possession of a hypodermic syringe and endangering the health of a child.

Court information states that Marquardt and Richter knowingly caused danger to a child by leaving syringes and needles laying around their residence, along with other drug paraphernalia, in such a manner that the child could gain access.
